East-European and Neighbourhood Studies Network has grown out from the Transition Studies Network connecting academic institutions from the Nordic countries, the Baltic states, North West Russia, Ukraine, Moldova and Georgia. It was initiated by the EuroCollege at the University of Tartu in cooperation with Nordic Council of Ministers. The network was launched in the framework of NORDPLUS Neighbour educational cooperation programme in 2004-2008. Estonian Ministry of Foreign Affairs Development Cooperation Programme supported establishing partnerships in new target countries including Ukraine, Moldova and Georgia in 2007-2010. Nordplus Framework Higher Education Programme supports advancement of Nordic-Baltic regional consortium in 2008-2011.
